Getting a new replacement without an appointment 48 before I fly

HMPO have just withdrew my application cause it spent too long in the system.
Application sent 27th Feb, withdrew it 18th July.
Now my question is if I go 48 hours before I fly with a new application and flight details etc etc would they sort a passport for me there?
I unfortunately have no other option as my passport got lost somewhere between me sending it to the HMPO office.
As far as I’m aware they can see all the details on the system still including when I fly, just it’s in the withdrawn system
