Holiday cancellation fees vs wait for passport

Sent off for child renewal with 9.5 weeks until holiday, and hoping that it will go through in time, but wondering how other people are dealing with potential holiday cancellation fees. With TUI the closer you leave it to departure date the higher the fees if I want to amend the holiday to a later date. I did a child renewal online with photo provided online, 5th May. Is 9.5 weeks enough, or is it worth rebooking the holiday when they charge 50% of the holiday value now (which is a lot) or just let the timer run down and hope the passport turns up?
